Пренебрегая неточностями в вопросе, рискну:
GetWindowTextLength,
GetWindowText.

Вот так как-то:


function GetTextFromWindow(hWnd: HWND): string;

 TextLength: integer;
 Text: PChar;
begin
 TextLength := GetWindowTextLength(hWnd) + 1;
 GetMem(Text, TextLength);

   GetWindowText(hWnd, Text, TextLength);
