В одних случаях в заговках статей на английском языке каждое слово, кроме предлогов и союзов, пишут с большой буквы, в других этого не делают. Есть ли по этому поводу какое-нибудь правило или как автор решит, так и правильно?

Только в тех случаях, если заголовок автором считается как имя собственное (т.е. ©).
Почитай названия англоязычных музыкальных групп - каждое слово с большой буквы.
ИМХО!!!!!
