Есть проблемы подключения аппаратуры к порту LPT.
Есть ли возможность из Delphi 6 добраться до оных.
Заранее благодарен буду за конкретный совет.

Да, ассемблерными вставками/функциями, но только если на твоем компьютере эти порты не заблокированы системой/драйверами.

The CreateFile function can create a handle to a communications resource, such as the serial port COM1. (LPT) For communications resources, the dwCreationDistribution parameter must be OPEN_EXISTING, and the hTemplate parameter must be NULL.
