Это в зависимости от того, что понимать под "перейти". Посмотри, может я угадал

iElement.getAttribute("name",0) - для чего второй параметр
iElement.scrollIntoView() - как используется параметр этой функции

из msdn:

HRESULT scrollIntoView(
VARIANT varargStart
);

Parameters

varargStart
VARIANT structure that contains a Boolean value that specifies whether to place the object at the top of the window or at the bottom. If TRUE, the method scrolls the object so that its top is visible at the top of the window. If FALSE, the bottom of the object is visible at the bottom of the window. If no value is given, the object scrolls to the top by default.

Можно писать просто
iElem.scrollIntoView(true); или iElem.scrollIntoView(false);
