Не проверять же каждую секунду GetUserName?!

Winlogon Notification Packages
Winlogon notification packages are DLLs that receive and handle events generated by Winlogon. You can implement such a notification package to monitor and respond to Winlogon events. This is useful for applications that need to perform additional cleanup during logon or logoff or that maintain state information about logged-on users and need to make changes when Winlogon events happen .

About Winlogon and GINA
The following topics cover conceptual information about Winlogon, the GINA, and network providers, which are the components of the interactive logon model. The interactive logon procedure is normally controlled by Winlogon, MSGina.dll and network providers. To alter the interactive logon procedure, MSGina.dll can be replaced with a customized GINA DLL. This documentation provides information on how to design your own GINA DLL, what support services Winlogon provides for custom GINA DLLs, and the protocols that these components must follow.
