You can use the CreateMenu function to create an empty menu bar and the CreatePopupMenu
function to create an empty menu. To add items to a menu, use the InsertMenuItem function. The older AppendMenu and InsertMenu functions are still supported, but InsertMenuItem should be used for new applications.
