не существенно, но GetForeGroundWindow возвращает
foreground window , а надо Хендл активного окна :)) А это не одно и тоже :)

без обид и флейма :))

The GetForegroundWindow function returns the handle of the foreground window ( the window with which the user is currently working). Вот active window attached to the calling thread"s может быть не совсем то, из вопроса не ясно.
