As you may have noted a KOL application still uses memory.
To reduce this to the maximum you can use
$SetPEFlags IMAGE_FILE_AGGRESIVE_WS_TRIM
if you have Delphi 6 or higher.
Now your empty KOL form application uses just 136k of memory.

And this strips the relocationtable:
$SetPEFlags IMAGE_FILE_RELOCS_STRIPPED
